CBP Notification Regarding a Death in Custody

On September 20, 2024, a call was received reporting a person in medical distress near Carrizo Springs, Texas. A U.S. Border Patrol (USBP) search located a Mexican citizen in serious condition. BPAs immediately provided first aid, including cooling measures and an IV line, while awaiting emergency medical services (EMS).

Timeline of Events

September 20, 2024:

  • 4:08 a.m.: 911 call received.
  • 4:13 a.m.: 911 contacts USBP.
  • 4:15 a.m.: USBP initiates search.
  • 4:35 a.m.: Man located; EMS requested.
  • 4:38 a.m.: Ambulance dispatched.
  • 4:54 a.m.: BPA EMT begins providing aid.
  • 5:09 a.m.: IV line established, fluids administered.
  • 5:23 a.m.: Man transported by USBP to meet EMS.
  • 5:29 a.m.: Man transferred to EMS.
  • 5:41 a.m.: Man transported to Dimmit Regional Hospital.
  • 6:03 a.m.: Hospital assumes medical care.
  • 9:42 a.m.: Man transferred to Methodist Hospital Metropolitan in San Antonio.
  • 2:44 p.m.: Man admitted to ICU; BPA hospital watch established.
  • September 23, 2024: Notice to Appear issued; hospital watch discontinued.
  • October 4, 2024: Doctor pronounces man deceased (October 1, 2024).

The Bexar County Medical Examiner determined an autopsy was unnecessary due to the man's death occurring under medical care. CBP's Office of Professional Responsibility (OPR) and the Department of Homeland Security Office of Inspector General are reviewing this incident.
