San Diego Field Operations Office reminds travelers: Mother's Day flower import restrictions are in effect.

This Mother's Day weekend, US Customs and Border Protection (CBP) agricultural specialists remind travelers of import regulations for flowers and plants from Mexico. Increased flower imports this time of year pose a risk of introducing pests and diseases to US agriculture. To protect crops and the environment, certain flowers, plants, and soil are prohibited. These restrictions prevent the spread of invasive species and plant diseases that can harm crops and result in costly containment and export restrictions.

Protecting US Agriculture

CBP agricultural specialists meticulously examine all flowers and plant material entering the US. This process includes shaking flowers to dislodge hidden insects and using magnifying glasses to detect pests or diseases. Detected pests and diseases are sent to the US Department of Agriculture for identification using digital imaging and advanced technologies. While many flowers, like roses and carnations, are allowed entry after inspection, chrysanthemums are commonly restricted, prohibited from entry via passenger ports when imported from Mexico to prevent the spread of damaging fungi like white rust.

Plants for Cultivation and Soil Restrictions

Plants intended for cultivation require permits, and soil from Mexico is prohibited due to pest risks. All travelers must declare any plants or flowers to CBP officers upon arrival. Although only a small percentage of inspected flowers contain harmful pests, a single invasive species can cause significant crop damage. Even filler materials can be problematic; Murraya (orange jasmine) can carry the Asian citrus psyllid, threatening citrus crops. Infested arrangements will be confiscated.
